It seems like a couple of wires got crossed here in the retelling of this particular creation myth.

The flavor text is a reference to Sicalac (Sikalak) and Sicabay (Sikabay), the progenitors of the human race in Philippine (specifically Visayan) mythology.  Their first son is generally named Libo

Linog is Visayan / Cebuano for "earthquake", and is referenced as the namesake earthquake god who consecrates the marriage of Sikalak and Sikabay after creating them from bamboo.  (You have to love the imprecision of the Japanese syllabary in rendering non-Japanese concepts ...)

This Persona is, therefore, a reference to the earthquake god that created the first man and woman from bamboo, and the flavor text is speaking of the player characters being the children of Sikalak and Sikabay.

Note that this is not necessarily very well-known to many Filipinos in the modern day, since the Philippines is now overwhelmingly Roman Catholic; also note that the Philippines is comprised of numerous (though related) cultural groups, whose languages are not necessarily mutually intelligible.  For example, earthquake in my mother language of Tagalog (spoken around Metro Manila) is not linog but lindol.
